For many years, our country has been striving for its economic and social development and therefore has used a variety of development planning styles and methods, some of which have been a persistent failure; Therefore, pathology of the causes and factors of failure and failure drivers has been prioritized by experts and has created a space for multidisciplinary and interdisciplinary studies, the main focus of which is the term "governance". Governance in Cannes usually refers to terms such as administration, management, planning and development, different styles of national resource management practices; Therefore, it can be said that governance is the main tool in development. To this end, the Public Management Association of Iran, in a far-reaching action, has focused part of its efforts on governance and development studies in order to gradually focus and develop the capacity to analyze the thought of scientists and scholars around this important issue.

Given that employees in today's organizations and in the knowledge economy, are strategic advantages for success and therefore their performance is important, the unfavorable economic situation and the resulting problems affect the lives of employees and consequently on their performance and interest. One way to improve employee performance in these situations is to help them solve the problems that they face in life. Employee assistance programs, as one of the benefits and work-life plans, can be a lever for organizations to help solve staff problems. These programs can affect important variables of organizational behavior such as job satisfaction and perceived organizational support and also they affect the compatibility of people's work and life. Accordingly, the main purpose of this study was to investigate the effect of employee assistance programs on the management of work-family conflict. This research is an applied goal that has been done in a cross-sectional survey method. The statistical population included all employees of Tehran Workers' Refah Bank which 289 people were selected as members of the statistical sample based on the Cochran's formula and using simple random sampling method. The data collection tool included a questionnaire. Finally, regression method was used to analyze the data. The results showed that the employee assistance programs has a negative effect on work-family conflict and reduces it.

The purpose of this study is to investigate the effect of political ideology on government efficiency with the mediating role of bureaucratic quality. This research is an applied goal that has been done in a descriptive survey method. The statistical population of the study includes all employees of eight central organizations of economics-based organizations in Tabriz, 1775 people, which according to Morgan table, 317 people were selected as a statistical sample using stratified random sampling. The required data collection tools include four questionnaires: Chenagchi (2011) for authoritarianism, Leader Ghazi et al. (2015) for conservatism, Farahmand et al. (2014) for democracy, and Mojahedin (2001) for change in political orientation. Also, Ahmadi et al.'s (2012) questionnaire was used for the quality of bureaucracy, and finally the Bigdelou Bagheri (2015) questionnaire was used for government efficiency, the validity of which was confirmed based on structural, diagnostic and convergent validity. Findings indicate that political ideology has a negative effect on government efficiency and political ideology has a positive effect on the quality of bureaucracy and the quality of bureaucracy has a negative effect on government efficiency. Also, the quality of bureaucracy mediates the relationship between political ideology and government efficiency.

This article aims at providing a theoretical framework with a critical realistic position toward public administration and development in Iran. For this purpose, taking the mythological foundations of bureaucracy theory as the ground, the attempt is made to investigate the current issues and problems in the administrative system which is considered as one of the main and central pillars of social systems in meeting public demands and ruling developmental issues at the national level. The issues examined in this study are as follows: the ineffectiveness and inefficiency of bureaucracy in Iran, the futile power of technocrats and experts when facing political preferences within governmental bureaucracies, bureaucracy’s halt in rotation movement and its main weakness in swirl movement, the bureaucratics’ tendency to short-term programs so that the good results can be early yielded during the time of their serving life, using bureaucracy for political purposes, intense centralization, inflation of human forces, lack of scientific and research-based think tanks and decision-making centers, and prevailing economic and engineering perspective over administrative perspective.

A significant part of academic studies in the field of public administration is devoted to the evolution of public sector movements in this field. These movements, sometimes referred to as movement, pattern, model, approach, paradigm, or quasi-paradigm, have their own theoretical and ontological, epistemological, anthropological, methodological, and axiological fundamentals. Paying attention to these fundamentals will help us to gain a deeper understanding of public sector movements. Public administration in a comprehensive and collage-like approach requires a simultaneous understanding of the philosophical fundamentals of public sector movements. Government officials in different societies need to have a clear understanding of these fundamentals in order to make the most effective decisions possible. The result of the dialectical contradiction between the traditional public administration (thesis) and the new public administration (antithesis) was the formation of killer syntheses, including new public management, new public services, and public value management. The present article surveys the evolution of public sector movements, seeks to categorize their philosophical fundamentals, and finally, in a table, provides a framework for a better understanding of them.

The aim of this study was to evaluate the status of structural components of good governance in University of Sistan and Baluchestan. Accordingly, this research is descriptive-survey in terms of practical purpose and in terms of nature and method of data collection. The statistical population of the study is the faculty members of Sistan and Baluchestan University that 187 people were selected as sample members using the stratified random sampling method and the required data were collected by a researcher-made questionnaire. The face validity of the research instrument showed acceptable results and Cronbach's alpha method was used for the reliability of the research instrument. The alpha coefficient for the research components was more than 0.7. Finally, the results of the analysis of the collected data indicate that the structural components of good governance (including transparency, accountability, leadership and management, efficiency and effectiveness, accountability, control and oversight, and goals and mission) in Sistan and Baluchestan University are not good condition.

The aim of this study was to identify and prioritize the effective factors in evaluating the performance of employees from the perspective of the Chief Justice of Kurdistan Province using the method of hierarchical analysis. This research is applied in terms of purpose and based on descriptive correlational collection method. The statistical population of the study includes all heads of justice in Kurdistan province, 15 people, who due to their small number, the census method was used and then a hierarchical analysis questionnaire was provided to them. Finally, the data were analyzed by Expert Choice 11 software based on AHP method. Findings of the study showed that cooperation with a coefficient of importance of 0.328, initiative with 0.254, leadership with 0.220 and quality of work with 0.198 in the first to fourth ranks are effective factors in evaluating the performance of employees in the judice of Province.

Awareness of the amount and factors affecting the satisfaction of clients or customers is important for governmental organizations and agencies and can increase the quality of services and, consequently, increase the level of customer and customer satisfaction. For this reason, organizations are always looking to satisfy their customers and service recipients by providing quality and desirable services. Therefore, the present study was conducted to measure the satisfaction of veterans under the auspices of the Martyr and Veterans Affairs Foundation of Baneh during 1398 and the attitude of staff and its effectiveness, for which 180 people in the target community were surveyed. In this study, a questionnaire was used to collect data and also, the critical method was used to weight the critic to determine which criterion is relatively more important than other criteria. In addition, Victor method was used to prioritize the available options to identify their strengths and weaknesses. Finally, the results showed that the criteria of the admission unit, social work unit and referral communication, respectively, have been assigned to the first to third ranks in terms of the level of satisfaction of the clients of the Martyr Foundation and Veterans Affairs of Baneh city.
