The purpose of the present study is to diagnose and prioritize the challenges of implementing the public privatization policy with an emphasis on the general policies of Article 44 of the Constitution. The assessment approach pertaining to this research is a managerial approach and the used policy assessment model is a combination of goal-oriented and expert-oriented models. The evaluation criterion is also the latest report of the Islamic Consultative Assembly on the extent to which the privatization goals have been achieved in the country. In this study, in order to diagnose and identify the effective components in not realizing the implementation of the policy, the Delphi method has been used, which finally uses the opinions of 18 experts with experience in the field of analysis and evaluation of public policies and components extracted from the theoretical fundumentals. Theoretical research as well as the components proposed by experts, eight main components including nominal and unrealistic increase of the share of private and cooperative sectors in the national economy, neglect of the policy of increasing competitiveness in the national economy, failure to improve the efficiency of enterprises, productivity of material, human and technological resources. at the expected level., setbacks and decline of national economic growth, lack of proper expansion of ownership at the grassroots level to ensure social justice, apparent reduction of government financial and managerial burden on economic activities and increasing bureaucracy, savings decline, investment and the income level of the majority of the population and not increasing or even decreasing the general level of real employment and 52 indicators in the field of problems and challenges of implementing the privatization policy in the country were identified and the importance of each component was determined.
