Considering the state of modern societies, the weakness of religious beliefs and beliefs, as well as the fading of spirituality and moral obligations, especially among the managers of the governing levels, will cause irreparable damages to the society, such as invisible and unwanted betrayal of the country. Indifference to the issues of the society and coldness and indifference to the citizens, invisible evasion of responsibility, nepotism and cronyism, also according to the report of the Transparency International Organization of Administrative Corruption. In addition, it may be a reflection of the lack of moral commitment of managers at the level of society with the passage of time. It will bring national consensus and trust and overturning the ladder of participation. For this reason, this research, considering the importance of spirituality and moral requirements, has analyzed the requirements of Islamic management and governance in the 53rd letter of Nahj al-Balagha. The current research is a "qualitative and applied research" that uses the "content analysis" method using MAXQDA software. The results of the research were extracting 111 codes from Islamic management and governance requirements in Simai Nameh of 53 Nahj al-Balagha, which were classified into 6 general themes, of which 9 codes are economy-oriented requirements; 19 Code of political duties; 19 people-oriented code of ethics; 20 code of justice-oriented requirements; 26 codes of ethics were excellence-oriented and 18 codes of ethics
